Why is Learn and Adapt at the centre?#
Because it changes all four of the others. What the organisation learns from a judged outcome should alter what it considers worth doing, where it sets the delegation boundary, how execution is configured, and what counts as good enough. A loop where learning is a fifth step in sequence learns much more slowly.
Which decisions stay with people?#
Two: what is worth building, and whether to accept the risk of releasing it. Both are judgments about consequence rather than correctness, and neither becomes safer by being delegated to a system that cannot be accountable for the outcome.
Everything between those two points is a question of evidence, and evidence is exactly what can be automated once it has proved reliable.
