Because the easiest way to improve it is to understand less. A number that falls while decision quality falls with it is measuring the wrong thing, and optimising it on its own produces exactly the fast, shallow approvals that human oversight is supposed to prevent.

What does it tell you when read properly?#
Whether the re-entry brief is working. If people come back and are ready in minutes with their judgment intact, comprehension is being engineered well. If they need an hour of reading before they can responsibly say yes, the brief is not doing its job and the cost is being paid on every return.
