Why can it not be read alone?#
Because the easiest way to improve it is to understand less. If time to decision-ready falls while decision quality falls with it, the metric is rewarding the shallow approvals human oversight exists to prevent. Pair it with a quality signal, such as decisions later reversed.

What does it tell you when read properly?#
Whether the re-entry brief works. If people return and are ready in minutes with their judgment intact, comprehension is being engineered well. If they need an hour of reading before they can responsibly approve, the brief is failing and the cost repeats on every return. To measure it, note when someone reopens the work and when they record a decision they will defend.
