Is the order of the constraints fixed?#
No. The pattern from context through to absorption is common, not universal, and two missions in the same organisation can be stuck on different things at the same time. Treating the sequence as a roadmap produces investment in a constraint that has already moved.

What question should you keep asking?#
Where is this mission being held back right now? It has to be asked per mission and asked again after each improvement, because a successful intervention is precisely the thing that invalidates the answer.
This is also why delivery measures matter more than activity measures. DORA metrics describe the whole path from commit to production, so they keep showing where the wait is, while counting agent runs or pull requests only describes the part that already got faster.
