What does each lever do?#
Lever one removes people from paths where the rules and the evidence already settle the question — context, validation, guardrails and cheap rollback, which is the work of paying down system debt. Lever two makes the remaining human decisions clearer, faster to catch up on, and better supported by evidence.

Why is lever two the one that gets neglected?#
Because lever one is visible. Removing a gate shows up as a shorter cycle time this quarter; making the remaining gates good shows up as an absence of incidents, which nobody celebrates.
But lever two is what makes lever one safe to push further. Every gate removed raises the weight on those that remain, so an organisation that only pulls the first lever is steadily concentrating risk into decisions it has not improved.
