How do zoom and layers work?#
Zoom changes the level of detail: enterprise, mission, work, evidence. Layers change the question: cost, risk, flow or people. The combination is what lets one set of records answer a board-level question and an engineer's question without maintaining two versions of the truth.

Why does the same map serve people and machines?#
Because the same records can be read two ways: as tiles a person can read, and as structured context an agent can retrieve. That is the meeting point of context engineering and comprehension engineering — one source, two audiences.
Every fact records its source and when it stopped being true. Without that, a map becomes a confident picture of an organisation that no longer exists, which is more dangerous than no map at all.
