How is autonomy earned?#
Per class of work, not per agent. Documentation first, then tests, then implementation: each class earns its own autonomy once the evidence behind the check has proved reliable for that kind of change. An agent trusted to write documentation unattended has earned nothing about its implementation work.
Why start with more review than you need?#
Because the alternative is a gate nobody can actually operate. Reviews that arrive faster than they can be read are approved on trust rather than evidence, and the record then shows oversight that did not happen — see human oversight.
Starting deliberately over-supervised and getting quieter as checks prove themselves means every removal of a gate is backed by something. It also means the delegation boundary moves for a reason that can be written down.
