What does a mission card record?#
The outcome, the owner, who and what takes part, what agents may and may not do, which decisions stay with people, the "done when" criteria, the outcome check, the budget including human attention, and what happens when nobody is available.
Why write down what happens when nobody is available?#
Because that is the case the system will meet, and it is the one most operating models leave undefined. An agent that reaches a stop condition at midnight will do something: wait, escalate, or proceed. Which of those it does should be a decision made in advance, not an emergent property of a timeout.
The budget including human attention is the other unusual field. Counting machine capacity is easy and rarely the constraint; counting the judgment the mission will consume is what makes its real cost visible.
